The Need

After almost 25 years of continued growth and operational success in pioneering the work of protecting those who are experiencing poverty from violence, IJM has become a $100+ million organization. As IJM continues this trajectory of growth IJM Uganda is seeking to recruit a proactive, experienced and skilled professional crime investigator with high integrity and working knowledge on responding to instances involving violence against women and children (VAWC) in a multicultural context, and who is sociable,  and has great problem solving and networking skills. The candidate will lead and build the country programs capacity to protect women and children from violence through effective and sustainable law enforcement response to VAWC.  Additionally, the Manager, Investigations and Law Enforcement Development (MILED), will also be responsible for influencing institutional law enforcement leadership and key government officials to co-develop, adopt and implement initiatives that will improve investigations in VAWC response leading accountability of perpetrators and protection of women and children from violence. The MILED will also be responsible for and provide leadership to the IJM team of investigators as well as support initiatives to develop survivor and implementing partner capacities to engage law enforcement institutions in cases of VAWC.

This position is based in Kampala, Uganda, with regular travel to IJM field locations, and reports to the Senior Manager Casework Partnerships. 

We are open to applications from international candidates demonstrating required experience within a US/UK public law enforcement institution. For international candidates, the position has unaccompanied status.

Responsibilities:

  • Innovate and implement ways to sustainably and continuously train and mentor incoming and in service law enforcement duty bearers on effective and efficient ways to respond to cases of VAWC.
  • Leadership and management of a productive, collaborative, survivor centered and trauma informed ILED team that demonstrates best practices in effective investigation of VAWC cases and transfers the skillset to law enforcement duty bearers.
  • Lead IJM efforts to build and sustain relations with law enforcement leadership and key government officials, including civil society actors yielding fruitful partnerships that produce quality and timely investigations that ensure protection of women and children in Uganda from violence.
  • Lead ILED casework efforts to secure set annual targets for accountability of Intimate Partner Violence and Sexual Violence against Children perpetrators as demonstrated through arrests, charges and restraints.

Leadership and Management:

  • Build and manage a dynamic, agile and highly motivated national ILED team that supports and mentors police to effectively respond to cases of VAWC with a multidisciplinary, survivor centered and trauma informed approach, aimed at reducing prevalence of VAWC through application and demonstration of best practices.
  • Develop and monitor ILED annual budgets to ensure spending as per IJM, donor requirements

Strategy & Knowledge Development & implementation:

  • Develop and lead strategies and activities targeted at securing perpetrator accountability through arrest, charging and prosecution in cases of intimate partner violence (IPV) and sexual violence against children (SVAC) in compliance with the laws of Uganda.
  • Define key milestones in the investigation process of IPV and SVAC cases and develop the correlating investigation case processes and timelines for effective management of the cases through law enforcement institutions.
  • Develop replicable models and programs of law enforcement development, in collaboration with Uganda law enforcement duty bearers, regional and global teams of IJM, and other local and international expert organizations.

Networking and Partnership:

  • Develop and cultivate working relationships with the leadership and key government officials of the Ugandan law enforcement institutions, with the aim of securing buy in and adoption of initiatives to strengthen effective law enforcement response that will combat IPV and SVAC in Uganda.
  • Secure formal agreements with Ugandan law enforcement leadership to foster sustainable implementation of system strengthening initiatives for police as proposed by IJM based on learnings from casework and observed trends from continuous data collection.
  • Collaborate with the casework team to identify, map, and engage partners that provide collaborative casework interventions in IPV and SVAC cases to enable scaling of casework interventions in Uganda.
  • Develop collaboration among all stakeholders in the justice system pipeline and network and look for ways to create new networks to meet existing or new challenges related to IPV and SVAC response.
  • Innovate ways to support the Ugandan law enforcement institutions increase their engagement and collaboration with other disciplines, service providers and survivor groups in the IPV and SVAC workspace to enhance a victim/survivor focused approach to IPV and SVAC investigation.
  • Develop and manage a network of informants who can provide specific and credible information on cases of IPV and SVAC.
  • Contribute to the advocacy efforts of the country program yielding political will, endorsement, and resourcing to end violence against women and children in Uganda.

Casework:

  • Lead the ILED team to attain set annual targets.
  • Ensure timely documentation of case related data in CTMS/JDS to enable monitoring, evaluation and learning form the investigation process to inform system strengthening initiatives.
  • Ensure ILED team compliance with existing case flow processes.
  • Actively contribute in the preparation of quarterly reports and contribute to the quarterly program meetings.

Training and Development:

  • In collaboration with Uganda law enforcement training institutions, continuously develop and improve a training program for preservice and in service police officials on various topics related to effective IPV and SVAC response to improve their capacity to effectively deter the abuse by creating certainty of arrest and prosecution.
  • Train Ugandan law enforcement responders to IPV and SVAC on how to recruit and manage informants.
  • Train and mentor an internal ILED team on effective mentorship for police and handling of informants leading to adoption and implementation of law enforcement best practices to IPV and SVAC response.
  • Direct and supervise all efforts to train local authorities on best practices related to the investigation of IPV and SVAC.

Supervisory:

  • The Manager, Investigations and Law Enforcement Development reports to the Senior Manager, Casework Partnerships
  • The MILED is the supervisor of all ILED staff across IJM Uganda locations.

Requirements

Education & Experience:

  • A degree in social science, criminology, law, international relations, psychology or related
  • A minimum of five years’ experience in criminal investigation with a public law enforcement institution, international human rights or military security agency with at least five (5) years involved in leading teams to investigate crimes related to violence against women and children and with demonstrable successful arrests and charges in the US or UK.
  • Familiarity with and experience of the Ugandan or other East African context ideal.
  • Experience of investigations into domestic violence and sexual violence against children preferred.
  • Experience leading and managing teams in a multidisciplinary setting to produce required results.
  • Demonstrable experience in identifying training needs, developing training materials and delivering trainings with sustainable impact
  • Capacity and demonstrable experience in preparing plans at the strategic, tactical and operational levels, aimed at investigative activities, public security and private security.
  • International work experience is not mandatory, but it can be a differential.
  • Experience to establish, develop, train and manage operational networks.
  • Demonstrate ability to work covertly or supervise operations under reserve.
  • Experience in police agency hierarchy and structuring in developing countries is desirable.
  • Fluency in the English language both written and spoken is mandatory. Working knowledge of local languages added advantage.
  • A driving license.
  • Experience in supervision and mentorship is an added advantage.
  • Excellent organizational and administrative, critical thinking, legal analysis and oral and written communication skills.
  • Excellent computer literacy with proficiency in MS Word, Outlook, and Excel.
